
Minnesota legislators are proving that there is something very broken with our law-making system, introducing yet another anti-gun, unconstitutional measure that would remove Minnesota’s firearms preemption law.
State-level preemption laws are designed to create uniformity in gun regulations within a state by preventing local governments (like cities or counties) from enacting their own firearms laws that are stricter than those established at the state level.
HF 1313, sponsored by Rep. Samakab Hussein and introduced in the 94th Legislature (2025 – 2026), was posted at the close of business on March 6th. The bill is couched in “public safety” language, a giant red-flag if ever there was one indicating that the government is likely to infringe upon your rights with this legislation:
A bill for an act relating to public safety; authorizing local governmental units to prohibit or restrict the possession of dangerous weapons, ammunition, or explosives in local government-owned or leased buildings and land…
The Minnesota Gun Owners Caucus made the following observation about the state’s newest effort to disarm citizens:
Rep. Samakab Hussein has introduced HF1313, which would repeal Minnesota’s firearms preemption statutes and allow cities, townships, and counties to prohibit peaceable Minnesotans from carrying firearms in government buildings, parks, and properties. A Senate version is undoubtedly coming.
Law-abiding, peaceable, permit-to-carry holders are NOT committing crimes in Minnesota. This bill is a misplaced effort to combat violent crime – the focus should be on criminals, not disarming peaceable Minnesotans.
